Due to regulations from the FDA, FDC, DC, the FN and other funny but nessecary regulatory agencies these Cosmetic Items are considered Novelty in their nature. Maybe becasuse they contain Large amount of pigments that are not always compatible with super sensetive skin types, Dyes that may even stain the Skin if not removed properly (for all you makeup wearing Divas who sleep in your makeup ... we know it was an accident), or maybe they're just too much fun for anyone who is simply scared shoe-less of bold, rich, intense, what you see is what you get sort of colrs.
